Sandra Ann "Sandy" Leblanc Palmer, a devoted mother, wife, grandmother, and friend; passed away surrounded by love. Born in Gardner, Massachusetts, Sandy was the cherished daughter of the late Raymond Leblanc and Irene Leblanc (Carpenter). The youngest of three children, she grew up with her brothers including the late Daniel Leblanc (Catherine "Kay" Corcoran) and Ronald Leblanc (Nancy Holod), who she adored.
As part of a proud United States Navy family, Sandy's early years were filled with travel and change, eventually bringing her to the Roxborough section of Philadelphia. It was there she built a life rooted in love, laughter, and family. She was married to Charles B. "Chic" Palmer, who was a retired Sergeant on the Philadelphia Police Department. They were married for 26 years until his passing in 1996, together raising three sons who each went on to serve their country: Raymond J. Palmer (Kathleen "Kathy" Ockuly) of St. Albans, MO; Thomas M. Palmer (Jessica Keenan) of Kimberton, PA; and Scott E, Palmer (Lisa Mullen) of Philadelphia, PA. She was also blessed with a stepson, Charles B. Palmer Jr. (RuthAnn Bertino) of Bristow, VA; along with many nieces and nephews.
Sandy's career began as a beautician, where she brought out beauty in others with her warm smile and innocent spirit. She was dedicated to supporting her husband throughout his career as a police officer. She later dedicated herself fully to being a wife and mother, both roles she embraced with boundless love and pride. Her greatest joy came from nine grandchildren: Capt. Ryan Palmer (U.S. Army), Lt. Adam Palmer (U.S. Army), Scott Banicki Palmer, Ashley Palmer, Hunter Palmer, Chase Palmer, Charles Palmer III, Sterling Palmer and Danielle Palmer; each of whom brought her immeasurable pride and happiness. In her later years, she found a special companionship with the late Joseph "Mickey" Royds.
Sandy lived life with a warm heart and a constant smile. She loved a good scarymovie, treasured time spent with her boys and anyone that would be with her. She had a gift for making friends feel like family. She always looked forward to card games and laughs with her lifelong friends Rhea Sturkey and Judy Narewski. Sandy also enjoyed going on weekend shopping trips with her best friend, her mother. She absolutely loved entertaining family and friends with her husband at their pool and house. Sandy was never shy to say what was on her mind and willing to live life vicariously through others' stories. She never hesitated to welcome a stray dog into her home, giving each one the same unconditional love she gave her family. Those who knew her will remember her kindness, smile, and unwavering devotion to the people she loved most.
In 2019, Sandy moved to the St. Louis area to be closer to Ray and Kathy, where she continued to be surrounded by love and care. Sandy's life was a testament to the power of motherly love. Her family and friends will forever be grateful for the light she brought into their lives and will carry her spirit in their hearts always.
